Transnet Freight Rail (TFR) has rejected plans for the construction of a new state-owned coal terminal at Richards Bay. The parastatal had considered building its own terminal to provide export capacity to black empowerment mining firms, while complementing the existing capacity provided by Richards Bay Coal Terminal (RBCT), which is privately owned by a consortium of mining companies.
